Wales was among the first countries globally, and the first in the UK, to legislate a default 20mph speed limit in built-up areas.
The scheme has since been revised to allow some areas to opt out after a petition with half a million signatures opposed the measure.

The Welsh government stated that there is broad support for 20mph zones near schools, residential areas, and hospitals, although some areas deemed the measure unsuitable.
The 20mph plan has faced strong opposition from Welsh Conservatives.
Plaid Cymru leader, Rhun ap Iorwerth, supports the principle of 20mph zones but advocates for more local control, criticizing the inconsistent implementation.
Early trials in 2022 showed a 3mph reduction in average speeds, and Transport for Wales data from February indicated a 4mph reduction on monitored main roads since the national rollout.
As evidence of reduced accidents emerges, Conservatives have pledged to introduce legislation limiting the use of 20mph zones in Wales and reversing London’s Ulez clean air zone expansion, overriding local decisions.
Rod King, founder of 20’s Plenty for Us, said esure’s data nationally confirms the benefits of lower speeds in reducing casualties and insurance claims.
He emphasized that the reductions are statistically significant, demonstrating that the 20mph limits have already saved lives and prevented injuries.
